The Principles of Ihsān and Efficiency in Public Services: A Study of Islamic State Administrative Law on Digital Bureaucratic Reform (E-Government)

Bureaucratic reform through digital bureaucracy (E-Government) aims to improve the efficiency of public services but faces challenges in maintaining the ethical quality and humanity of service, necessitating a higher normative foundation. This research aims to analyze the position of the ihsān principle within the framework of Islamic Administrative Law (Hukum Administrasi Negara Islam – HANI) and to formulate an ideal model for its integration to enhance the efficiency and quality of digital public services. The study employs a normative legal research method (yuridis-normatif) with conceptual and statutory approaches, analyzed descriptively and qualitatively. The research findings indicate that ihsān functions as an ethical supra-norm complementing formal legality and must be translated into E-Government practices through the Tri-Dimensional Digital Ihsān Model (TID), which demands Sincere Efficiency, Beyond-Standard Quality (Itqān), and Equitable Inclusivity. This model is actualized through Key Performance Indicators based on Ihsān (IKU-I), providing a new mechanism for ethical auditing, ensuring that digital public services are not only fast but also perfect, sincere, and just.
